L&I opens Chuck Norris style can o' Whoop-A$$ on Underground Economy

Amongst several new laws going into effect today is one giving the state Department of Labor & Industries the ability to pursue subpoenas for “purposes of agency investigations of underground economy activity.”

The new law sponsored by Reps. Steve Conway, Maralyn Chase, Zack Hudgins, Jim Moeller, and Geoff Simpson gives some teeth to the arm of the agency that’s keeping workplaces safe, and ensuring every business in Washington is playing by the same rules.

In related news, L&I just announced a pretty fascinating new blog called Nailed, written by Carl Hammersburg, the Fraud Prevention and Compliance Manager at the agency.

So that makes Carl the Chuck Norris of L&I. Because the videos on Nailed are just like watching Walker, Texas Ranger except with more corporate crime and fewer slow-motion roundhouse kicks.
Here’s Carl on Nailed:
“People tend to think fraud only involves workers cheating the workers’ comp system, but it’s much more than that. Millions of dollars are lost when employers, medical providers and contractors commit fraud. The blog will show how my staff is working to fight fraud and also how we bring cheaters into compliance. I also hope Nailed will attract attention to workers’ comp fraud and encourage more people to tip us off to fraudulent activities.”
In other words, cracking down on the few bad apples helps the businesses playing by the rules by keeping L&I costs down, and most importantly, keeps workers and consumers safe.

And that, my friends, is Chuck Norris (and Conway, Chase, Hudgins, Moeller, and Simpson) approved.

Another round of bills safely out of the House

House Democrats continued their work to improve public safety and the criminal justice system on Saturday night by passing another package of reforms to protect lives and rights—including:
  • House Bill 3124 by Rep. Mary Helen Roberts to prevent children from injury and death by requiring law enforcement officers to notify child protective services when a child is in the car of a driver who is arrested for a drug- or alcohol-related driving offense. The Centers for Disease Control and Prevention has reported that 68 percent of all child deaths from vehicle collisions between 1997 to 2002 involved drunken driving when children were in the car.
  • House Bill 2739 by Rep. Geoff Simpson increases safety in school safety zones by doubling penalties for several traffic violations related to school crosswalks and speed zones. Half the funds collected would go to the School Zone Safety Account.
  • House Bill 1317 by Rep. Lynn Kessler protects police officers and other criminal justice employees by exempting their photographs and birth dates from public disclosure requests.
  • House Bill 2492, also by Rep. Simpson, would allow members of the Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF) Plan II to include shared leave when calculating retirement benefits. This reform would give nearly 16,000 local law enforcement officers and firefighters a shared leave right that is similar to what state employees currently enjoy.

New committee chairs are now official

Legislators in the House D Caucus finally approved the committee structure and chairs for the 2009-2011 session. Committees and Chairs are:

Additionally, two vice chairs were also selected:
Ways and Means: Mark Ericks (Bothell)
Capital Budget: Timm Ormsby (Spokane)

Note the major change in committee structure with the creation of the Ways and Means committee. It replaces what was the Appropriations Committee. Now, the Education Appropriations, General Government Appropriations, and Health and Human Services Appropriations committees are standing committees (instead of sub-committees) and they will make funding recommendations to the new Ways and Means committee.
